    会议背景介绍:     On behalf of the Executive Committee, it is a great pleasure to invite you to the 2008 IEEE International Conference on Communications (ICC2008), which will be held in Beijing, China, on 19-23 May 2008. No doubt, this will be another historical event for IEEE Communication Society in the past 50+ years, not only because ICC comes to the largest developing country at the first time but also because it will be held in the year of Beijing Olympic Games. With the theme of “Communications: Faster-Higher-Stronger”, ICC2008 will provide an open platform for the information exchanges and discussions related to the major advances in telecommunications.
        ICC2008 is jointly organized by the Chinese Institute of Electronics (CIE), Chinese Institute of Communications (CIC), Tsinghua University (THU), and Beijing University of Posts and Telecommunications (BUPT), under the supports from National Science Foundation of China (NSFC) and major telecommunication operators and industries. The technical program will consist of Tutorials and Workshops on the latest technical and business issues in communications and networking topics, 9 Technical Symposia disseminating the latest research and development results in the areas of Advances in Networks and Internet, Communications QoS/Reliability and Performance Modeling, Communication Theory, Communication Software and Services, Information and Network Security, Optical Networks and Systems, Signal Processing for Communications, Wireless Communications, and Wireless Networking, and one General Symposium addressing the topics not covered by the technical symposia listed above. Panel discussions will also be organized to encourage interactive discussions or even debates on the hottest topics.         As a country with more than 5000 years' civilization, China is gaining more and more momentum since her implementation of open policy in the 80's and the WTO enrolment in 2002. Telecommunication market in China, as well as related research and development activities, grows in a pace much faster than its averaged economy, and becomes an attraction around the globe. Today, Chinese telecommunication market has been reaching the worldwide No.1 in scale, holding over 370 million PSTN terminals and more than 480 million mobile users, where new challenges facing with such a huge-scale network occurs everyday.
        Beijing, as the capital city for more than 800 years, is modern and traditional, attracting millions of visitors from all over the world every year. Especially, in order to have the Beijing Olympic, the social infrastructure and environment have been changing dramatically as the time approaches to 2008.     征文范围及要求: (1).Technical Paper Submission Guidelines (including the mini-conference papers):
    Authors are invited to submit original technical papers for presentation at symposia and publication in the Conference Proceedings.
    Technical Papers must be submitted via the EDAS Paper Processing System.
    Papers should be written in English with a recomended length limit of FIVE printed pages (10-point font) including figures. ICC 2008 will accept papers that are up to SEVEN pages in length, but the over-length papers will be subject to an overlength fee.
    For your submission you can use the standard IEEE Transactions templates for Microsoft Word or LaTeX formats found at http://www.ieee.org/portal/pages/pubs/transactions/stylesheets.html
    Alternatively you can follow the sample instructions in template.pdf which follow a slightly different, but acceptable format too.
    PLEASE NOTICE THAT A TECHNICAL PAPER COULD BE SUBMITTED TO ONE AND ONLY ONE SYMPOSIUM OF ICC 2008. FAILURE TO COMPLY WITH THIS RULE WILL CAUSE IMMEDIATE REJECTION TO THE PAPER WITHOUT ANY FURTHER NOTIFICATION.
    (2).Workshop Proposal Submission Guidelines:
    Each workshop proposal must include:
    1. Title of the workshop
    2. Length of the workshop: Half-day, Full-day
    3. Names, addresses, and a short bio (up to 200 words) of the organizers (maximum up to three)
    4. A brief description (up to 1 page) of the technical issues that the workshop will address, and the reasons why the workshop is of interest of ICC 2008
    5. Names of potential participants, such as program committee members
    6. Planned format of the workshop, such as number of refereed papers, keynotes, panels etc.
    7. If appropriate, a description of past versions of the workshop, including number of submitted and accepted papers, number of attendees, etc.
    8. A description of the publicity plan
    9. A call for papers
    10. The workshop website address (if available)
    Workshop proposals should be submitted, no later than September 1, 2007, by e-mail (in PDF format) with "ICC 2008 Workshop Proposal" in the subject, to the ICC2008 Workshop Chair, Abbas Jamalipour . All proposals are subject to review.
    (3).Panel Proposal Submission Guidelines:
    Eight 90-minute panels will be held between Monday May 19 and Friday May 23, 2008.
    1. One page proposals should include a description of the panel topic, names and affiliations of potential panelists, and a list of discussion points to be distributed to panelists.
    2. Deadline to submit proposals Sept 1 2007.
    3. Proposals will be selected by Oct 1 2007, and Session Chairs will be notified so they will have plenty of time to finalize their panels.
    4. Session Chairs will coordinate with Workshop Chair to minimize overlaps with workshops.
    5. Each session chair submits a 200 word write-up, and names and contacts of the panelists by January 2008.
    Panel proposals should be submitted, no later than September 1, 2007, by e-mail (in PDF format) with "ICC 2008 Panel Proposal" in the subject, to the ICC2008 Panel Chair, Victor Li . All proposals are subject to review.
